NCSS Charts Course for the Future with Unanimous Approval of 2025 Capital Improvement Plan
The Newton County School System (NCSS) is pleased to announce that the 2025 Capital Improvement Plan was approved by the Newton County Board of Education in a unanimous vote at their Tuesday, January 23 monthly meeting.
The plan outlines an ambitious course for the district spanning 5 years and beginning January 1, 2025. It emphasizes priority investments in district facilities and infrastructure, as well as improvements to various aspects of the student experience.
Central to the plan is the renovation of eleven schools, incorporating the construction of secure school entryways to enhance student and staff safety. NCSS Chief Operations Officer, Dr. Michael Barr stated, "Our community has very clearly expressed that our schools should be safe places for learning." Renovations and modifications are also planned for several district schools, including East Newton Elementary, Fairview Elementary, Mansfield Elementary, Porterdale Elementary, Clements Middle School, Cousins Middle School, and Indian Creek Middle School.
Ensuring access to technology that supports student learning is a key element of the plan as well, with provisions for new laptops and instructional technology. Significant enhancements to athletic facilities at the district's three high schools are also outlined, including upgrades to fields, field houses, concession areas, and bleachers.
The plan further prioritizes safe and reliable student transportation, with the acquisition of new school buses over the five-year period. Essential equipment, such as band instruments and furniture, will be procured to create an enriched learning environment.
The plan, as presented, will be primarily funded through the renewal of the 1% Special Purpose Local Option Sales Tax for Education (ESPLOST). Newton County residents will have the opportunity to cast their votes on the ESPLOST renewal, scheduled for May 21, 2024, following its approval by the Newton County Board of Education. Notably, Newton County voters have consistently renewed ESPLOST five times since its inception in 2000.
NCSS Board Chair, Shakila Henderson-Baker, expressed confidence in the plan, stating, "Our community's investment in our schools should reflect their interests, and we believe that the goals as outlined in this plan accomplish that." She added, "The Board stands behind this plan, recognizing the significance of building a solid foundation for our schools and community. Our success in every endeavor will require a collective effort, and we are committed to supporting and implementing these initiatives that will shape a brighter future for our students and the entire Newton County School System."
NCSS Superintendent, Dr. Duke Bradley, III, added, “It’s a new day in Newton County Schools. We aim to build on the strong foundation that has been established, while also looking to a brighter future for our students. This SPLOST program is the first of many steps in that journey.”
